What is a watermark on a document?
In paper, a watermark is a faint pattern formed in the pulp, visible when you hold the sheet to the light. In a PDF, a watermark is usually a text or image layer drawn across the page at low opacity. Same idea — a persistent label — completely different mechanism.
Paper vs digital
Traditional watermarks (currency, letterhead) are part of the substrate. They survive photocopying poorly and cannot be removed without destroying the sheet. A PDF watermark is just more PDF drawing instructions. It can be removed by a determined editor. It is a signal, not a physical property of the file.
What people use them for

Does “no watermark” mean a file is unofficial?
No. Plenty of final documents are unmarked. Absence of a mark is not a status by itself.
