Draft watermark not showing (or only on some pages)
When a draft watermark “does not show,” it is almost always a Word header setting, a section break, or a PDF export that never included the header. It is rarely a mysterious PDF bug.
Cause 1 — Different first page
Word watermarks live in the header. If Header & Footer → Different First Page is checked, page 1 has a different header: usually empty. Uncheck it, or copy the watermark into the first-page header. Then re-export the PDF.
Cause 2 — Section breaks
Each section has its own headers. A watermark applied in section 1 does not automatically appear in section 2. Click into each section header and apply the watermark, or start from a single-section document.
Cause 3 — “Behind text” covered by a white shape
Full-page covers, text boxes with opaque fill, and some table cells paint over a behind-text watermark. Send the watermark in front at low opacity, or stamp the PDF after export so the mark sits on top of those objects.
Cause 4 — You are looking at the PDF, not Word
Some “print to PDF” drivers skip headers. Use Word’s Export / Create PDF, or ignore Word entirely and watermark the PDF with a tool that writes into each page stream.
Fastest fix if you already have a PDF
Do not keep debugging Word if the recipient needs a marked PDF today. Open the PDF in the draft tool on this site and stamp DRAFT on every page, including the cover.
Fix it in order
- Check Different first page. Uncheck it in Word, or accept that page 1 is special.
- Walk section headers. Confirm the watermark exists in every section.
- Re-export. Use Export to PDF, not a random printer driver.
- Or stamp the PDF. Bypass Word headers completely.
